T E N D E R N O T I C E
Sealed quotations on plain paper with samples are hereby invited from registered firms/dealers/manufacturers for supply of uniform items for Excise & Narcotics Department for the year 2023-24 vide govt. approval no. D.14011/2/2018-EXC dt. 16.01.2024 as per the list enclosed herewith as Annexure-I which will be received on or before 15.02.2024 at 12:00 Noon and will be opened on the same date at 1:30 Pm. in the Office chamber of Commissionerate of Excise & Narcotics, Mizoram, Aizawl under the following list of Items and terms and conditions.
1. Terry Cotton Cloth Khaki - 2700 Mts.
2. Angola Serge - 1350 Mts.
3. Jacket Khaki - 450 Pieces
4. Beret Cap Green - 450 Pieces
5. Nylon Sock Khaki - 450 Pairs
6. Leather Shoe Brown Cut - 30 Pairs
7. Leather shoe Black Plain - 360 Pairs
TERMS AND CONDITIONS
1. Tenderers should write on the cover of the tender paper “TENDER FOR SUPPLY OF UNIFORM ITEMS FOR EXCISE & NARCOTICS 2023-24 written clearly in block letters. It should be addressed to the Commissioner of Excise & Narcotics, Mizoram, Aizawl.
2. Tenderers should quote their rates both in figure and in words against the items. Any cancellation/alteration should be initialed with date.
3. Tenderer should enclose samples stating names of Brand or Company product for items which have not been specified in the Tender Notice.
4. Tender should be accompanied by earnest money in the form of call deposit amounting to ₹ 2% of the total tender amount only in case of tribal residing in Mizoram and ₹ 4% of the total tender amount only in case of non-tribal.
5. All tribal quotationers should enclose a certified copy of valid GST Registration Certificate. All Non-Tribal quotationers should enclose a Court Fee Stamp worth Rs. 7.50p and certified copy of valid GST Registration Certificate. Any authorized dealer/agent responding the tender may enclose Dealership Certificate. In other cases, the quotation should be supported by the Tenderer’s firm registration certificate.
6. Tenderers or his/her representative may be present at the time of opening of the tender, if so desired.
7. The successful tenderers shall have to execute Deed of contract in the prescribed form within 7 days from the date of receipt of the approval of tenders from the undersigned and get it registered.
8. The selected tenderers shall have to furnish a security deposit @ 5% of the amount of contract at the time of signing the contract Deed.
9. If the selected tenderer fails to execute the deeds of contract or fails to furnish the security deposit or fails to supply any items at the tendered rates the Earnest Money deposited by him will be forfeited to the Government and the contract may be offered to the next lowest tenderers.
10. Accepted tenderers shall maintain regular supply of the articles contracted throughout the year 2023-2024 irrespective of fluctuation of market rates or scarcity of commodities in the market. No complaint whatsoever regarding change in terms and conditions, quality and quantity or articles and supply position etc. will be entertained after the deed of contract has been executed. In the event of the failure on the part of the selected contractor to supply approved articles in time, the articles will be purchased from open market at his cost/risk and thereafter his contract will be terminated without notice and further, his security deposit will be forfeited to the Govt. He will also be blacklisted.
11. No payment of bills for supply of articles shall be made unless the deed of contract has been executed and registered and the security money furnished as aforesaid. Clearance certificate in Form 38 issued by Taxation Department is also required for making payment.
12. The rate quoted in the tender shall be inclusive of all taxes leviable by the Govt. and the rate must conform to the unit of measurement and other specification indicated in the tender notice which shall be in terms of metric system of measurement.
13. All the items shall be supplied to this Commissionerate of Excise & Narcotics on receipt of supply orders from the undersigned.
14. In case of duplicate/sub-standard items that may differ from the sample noticed in the materials supplied submitted it will be the responsibilities of the supplier to replace the same free of cost to the satisfaction of the Departmental Verification Board.
15. The undersigned is not bound to accept the lowest rate whatsoever and also reserve the right to reject the tenders wholly or partly without assigning any reason thereof.
