Functions of the Department (Role and relevance of the Department):

          Excise Department was declared full-fledged department with bifurcation of Excise & Taxation department vide Govt. Notification dated 25.05.1988. 

          Considering entry no 51 of List II of Seventh Schedule to the Constitution of India and with a view to the nature of works of Mizoram Excise, the Government of Mizoram renamed the department as Excise and Narcotics Department with effect from 16th October, 2006 vide Notification No. A. 46011/1/2004 - GAD/Pt dated 16.10.2006.

          Excise & Narcotics Department have been allocated the following business as per the Government of Mizoram (Allocation of Business) Rules, 2019:

1. Policy on Excise and Narcotics.
2. Mizoram Excise Act, 1973 & Rules, 1983.
3. Matters relating to Narcotic Drugs & Psychotropic Substances Act, 1985.
4. All matters connected with licensing, distribution and regulation of liquors.
5. All matters pertaining to Acts and Rules relating to Liquor Prohibition in Mizoram.
6. Co-operation and coordination with NGO’s on excise and narcotics policy.
7. The Mizoram Drugs (Controlled Substances) Act, 2016.

LIQUOR POLICY:

          In spite of heavy financial loss to be sustained, Government is committed to impose Prohibition Law due to pressure from various NGOs. The Mizoram Liquor Total Prohibition Act, 1995 came into existence and was enforced till 2014 and later replaced by The Mizoram Liquor (Prohibition & Control) Act, 2014. Under this Act, licenced liquor shop were opened and liquor sold to any permit holder against their monthly quota.  

            Later, The Mizoram Liquor(Prohibition) Act, 2019 was passed in the Assembly on 20^th March, 2019, repealing MLPC Act, 2014. It came into force from 28^th May, 2019. Under this Act, prohibition is enforced again curtailing scope for earning revenue. The Mizoram Liquor (Prohobition) Rules 2022 which came into force on 7^th September, 2022, enabling provision for sale of Grapes wine produced in Mizoram. Licence for winery and vendors is already issued. 

            Now, there are 4  licenced winery; two at Champhai, one each at Hnahlan and Sesawng. Out of 4 wineries, Winery at Sesawng was not yet functioned. 

            Besides, There are 109 licence holder for wine vendors in the Financial Year 2025-26, out of which, only 79 wine vendors are functioning and other 30 were not function as they are not renewing their licenced :-

            On 10^th March, 2025 the Mizoram Legislative Assembly passed the Mizoram Liquor (Prohibition) Amendment Bill, 2025, paving the way for the production of fruit beer and wine from locally grown agricultural and horticultural produce.

            The amended Act will permits for manufacture, sale and supply of local fruit beer made from agricultural product within Mizoram viz. ginger (sawhthing), banana (balhla), dragon fruit (chawng thei), passion fruit (sap thei), pineapple (lakhuihthei), gooseberry (sunhlu), guava (kawlthei), starfruit (theiherawt), sugarcane (fu), jackfruit (lamkhuang), watermelon (dawnfawh), honey dew melon (hmazil) etc. 

            Besides, Liquor consumption permit could be grant to tourist and on medical ground to private person.

            As such, The Mizoram Liquor (Prohibition) Rules, 2025 was notified in the Official Gazetted on 06.10.2025.

Enforcement of the NDPS Act: 

          Government of Mizoram declared Excise & Narcotics Department as a Nodal Department for the purpose and administration of Narcotic Drugs and Psychotropic Substances Act, 1985 vide Notification No. C.31017/1/88 – HMP  dated 22^nd June, 1992. As a nodal department, the Excise & Narcotics Department have made all out efforts by having vigil over the city, towns and interior places even along the Indo-Myanmar border to prevent entry of narcotics from across the border.

          ORGANISATION AND STRUCTURE OF DEPARTMENT:

          The Mizoram Excise & Narcotics Department is a uniformed cadre which performed duty 24x7 in combating drug menace and crimes connected thereto and offenders of Narcotic and Prohibition laws. The Department is, therefore, equipped with Arms and Wireless Radios. Its enforcement staff also undergone compulsory basic  training in combat, arms and drill.

          The Excise & Narcotics department has Mizoram Excise Manual, 2005 which come into force with effect from 13th Sept, 2006 vide Govt. Notification No. J. 23014/1/2004- EXC dated 14th Sept, 2006.

Staffing:

          Altogether, there are 650 sanctioned posts in Excise & Narcotics Department. In which 458 post are filled up and 192 posts are still lying vacant (upto  9^th March, 2026). Details are given below:

DISTRICT AND OTHER SUB-ORDINATE OFFICEs:

          The department has a separate Commissionerate at Aizawl under the Commissioner of Excise & Narcotics, Mizoram. Besides, there are 11(eleven) district offices in Mizoram located at Aizawl, Lunglei, Siaha, Champhai, Kolasib, Serchhip, Mamit, Lawngtlai, Hnahthial, Khawzawl and Saitual. Each District offices are under the charge of Assistant Commissioner of Excise & Narcotics. 

          Besides, there are 12 (twelve) Excise & Narcotics Station in Mizoram, viz., Aizawl E&N Station, Lunglei E&N Station, Siaha E&N Station, Champhai E&N Station, Kolasib E&N Station, Serchhip E&N Station, Mamit E&N Station, Vairengte E&N Station, Lawngtlai E&N Station, Hnahthial E&N Station, Khawzawl E&N Station and Saitual E&N Station. 

          There is 1(one) outpost at Rangvamual, Aizawl.

Four newly created posts of Assistant Commissioner of Excise & Narcotics (vide I.D. No. FIN (E) : E&N :9947/2025 Dt 07.08.2025) at Lawngtlai,   Hnahthial, Khawzawl and Saitual were now functioned.

          There are Excise & Narcotics Prosecution branches in all the District & Session Judges Courts within Mizoram with Prosecution Branch at District & Session Judge Court at Aizawl as the main branch which is under one Assistant Commissioner of Excise & Narcotics.
